It looks like you were in Homedale. I've shot a handful right off of that dock when I was in high school. I used to bowfish all along the airport. I would just park and wade upriver about a mile or so, depending on the height of the river.
There is a ditch that empties into the river next to the bridge on the Homedale side. One year I was there and it was pretty shallow where the water fanned out over some gravel and into the river, maybe 4-6 inches deep. The carp were swimming up and I'm assuming trying to spawn in the ditch. In any event, you could see them coming and their backs would stick out of the water when they went by. I think I killed 10 or so just standing in one spot.
