First. If there are too many Walleye in Willard creating a bottleneck, the LAST thing you want is to release all of the little ones. Thin them out means thin them out.
Second. The regulations are not for one year, two years, three, four, or any specific amount of time. There is a new guidebook every year. There can be changes every year.
