Exactly!! Why is it that people get involved in the big game RACs, but angling RACs get 0 attendance and participation!!!
Until anglers take the initiative to get themselves involved they will always being playing a "reactive" game -- just like this very thread!
The DWR advertised the open houses in 2012 very well -- in fact they were begging for people to show up so that they could discuss these exact issues. If anglers didn't take advantage, then how can they possibly complain for lack of trying on the DWR's part?? We're hypocrites.
