PBH said it very well. If everybody that fishes Willard only catches 4 Walleyes, or only takes 4 home and releases all others that they catch, it doesn't matter if the limit is 6, 10, or 10,000. People aren't taking enough Walleyes out of Willard. I would bet that the gill net studies indicate a bottleneck where there are old fish that aren't big fish. If people aren't harvesting the fish, then there has to be a way to reduce the number of fish in the reservoir. Increasing the limit only works if people are keeping their limit. Most of the Walleye fishermen think they are doing the fishery a favor by only keeping a couple of the smaller fish. I would bet that most of the people who would like to have more Walleye dinners are the ones who don't have expensive boats, side planers, sonar, worm harnesses, etc.... Therefore they don't have the opportunity to impact the numbers of Walleyes that studies indicate are too great.
