I think the ecology of the inlets to Utah Lake are different. The eggs laid in those streams do for the most part hatch. The same I believe is true of the others you mentioned. Comparing the decision to open the inlet at Willard to opening the tributaries to other lakes with a different ecology is not really a fair question given the information that has been posted.
