Hey there rubmrv,
Welcome to BFT. I can't do you any good, I'm a west coast saltwater angler not familiar with Florida. Sometimes a local fishery has special characteristics that require a unique setup or hooks, as you suggested. The grouper fishing is really trippy. Instead of finding holes, the open party boats locate rock piles and structure then fish straight down on the fish. Triggerfish, as you probably know, are a quirky fish that takes a while to learn to catch consistantly. I believe their mouth shape makes them difficult to catch. The state boards may also have suggestions in present posts or archives.
Good luck in Florida.
