Just got off the phone with NDOW, and they said that on mead AND Mohave, they have changed it to 2 baited hooks, which means that you could run an a-rig with 3 decoys and 2 swimbaits with hooks.
I asked if that makes a spook or jerkbait with three hooks illegal, and he said no, it would be considered one bait, of two allowed. So, technically, you could tie a spook on, and tie a jerkbait to the back, and it would be legal.
But it sounds like for Mohave and Mead, only two of your setups can have hooks.
I will be getting a call back in the morning from Ivy Santee to get further clarification. I'll update when that happens.
