Idaho river access laws

In much the same train of thought I have often wondered how it is that some people are able to carry in food and especially drinks, consume them, but lack the strength to carry out now empty bottles and containers that are much lighter than the full version they carried in with them.

It seems to me that the issue is not river access but vandalism and trespassing. Utah needs to punish the vandals not everybody who uses the rivers. To me this is no different than the gun control debate. There are over 100 million guns in private hands in this country and because 1% of them are used to kill someone, there are many people who think the solution is to take them all away.

Just because there are some inconsiderate people abusing river access doesn't mean that access should be taken from everybody.

I realize that catching and punishing the offenders is not easy to do, that they must be caught in the act or there is basically nothing that can be done. There are many legitamate landowner concerns but they have to realize that they can't infringe on public rights even if the public infringes on theirs any more than I have the right to break the tailight of the kid that broke mine last week, (whoever he is because he didn't stick around to take responsibility). Maybe I should just go across the street to the highschool and break every taillight just to make sure I get him.
