There is a dirt path going down to the water right next to the bridge on the side closest to the generator building. I have seen people standing down there fishing near the bridge pilings. There's some slack water out of the current when the flows are normal, so I bet you could park your car in the gravel area near the bridge and launch your pontoon there.
