Not always. There were a few years that the UDWR were planting fingerling trout and not seeing any return. Those were the years that the Walleye were robust and healthy. In fact, the state record was held by a Deer Creek Walleye for a while. Once they determined that the fingerlings were just feeding the Walleyes they switched to 10 inch or larger fish to plant.
