I am all for anyone from any state fishing in Idaho if they do the license and follow the laws and ethics, I love to fish in utah(Bear Lake and Flaming Gorge).
Instead of having a tournament why dont you just have everyone interested just all show up the same day and fish together? Why does it have to be a competition, prizes, and money? You cant tell me that tournaments and fishing forums like this one dont put a impact on these smaller reserviors. Just had to add my two cents. I know alot of lurkers who feel the same way that I do.

And if I were to ice fish I would be sitting very close to you...but I have to have a little whiskey with my Bailey's and Java, but not because of the red hair[
