Just providing my opinion on a few of the changes as requested.
1/2/5 poles - I think you should just follow the regulations of the state. I fish a tourny in WY that only allows 2 poles (state rule) and I'm fine with that. I live in Idaho and can fish with 5, I shouldn't have to pay extra to fish with 2.
Prize money/remaining funds - I like that the original tournament donated any left over funds. Either donating in UT or ID makes no difference to me. I know our F&G office has fishing gear that can be loaned to kids for fishing, and I'm sure they could use some new equipment. Not sure if UT does they same thing.
Alcohol - I know the excuse will be that you don't want anyone out of control. In the past ten years I've been ice fishing I have never seen anyone out of control on the ice because they are drunk. You have rules #13 and #16 that should cover this type of behavior. Bailey's with coffee is good on cold days.
I think if you go to 5 poles myself and several other friends wil join the tourny.
