I have to agree with you on most of that. The spring rat race there is unbelievable!

I think one of the reasons the size of fish may be down is possibly the ratio of hybrids to brooks and cutts. Most of the big fish have traditionally been hybrids. People are catching more cutts and brookies now.

The cutts have some good natural reproduction going so I think it is time to cut back on the supplemental stocking of cutts. Increase the stocking of hybrids and either cut back on brookies or stay at the same rate.
