The roads getting to the reservoir are good. It's actually a paved highway all the way there. You could drive there in a car, so yes the mini van will have no problems. It's off of Highway 150 which is the Mirror Lake Highway, but you'll have to come in from the Evanston side during the winter as it's not plowed very far past the UT state line in the winter.
