I'm not sure what the purpose of this sticker is, just to fund the programs involved in trying to resolve the problem or an actual tracking devise to determine whether or not a boat has been in an affected water recently? With all the holes in the documentation it seems like it's a plan in the creative process still but they want the money before it's fully implemented and determined. My worries would be I'd get a sticker, get harrassed at the Cali. border checkpoint (they've checked my kayak there) and possibly be kept out of my home water cause it is not infested and they see the decal. Could have serious revenue implications for Nevada depending on how it affects out of state boaters.

Unless somebody can show me a flowchart or something I just don't get it?
