Inshore Fishing Advice Please

So due to the warmer temps this winter, the back water fishing hasn't been quite up to par this year. If the fish aren't hanging out in the back water creeks and under docks this winter, where is the next best place to find them? Do you just hit the flats? I've been asking around on FishNCheap.com too.. Was hoping for better advice here..
