Yes the bigger fish especially the browns are moving upstream and stop in slower water along the way. Spend enough time and you'll see some leave and move further up.
Off subject but I saw in 2013 all cutts in the lower Weber will be catch and release. I don't eat a lot of trout and I'm sure they're fine out of the Weber. But I could never manage to eat a fish from a river with so many cow pastures around it.
