There were probably very few over 20 inches. Even in the F&G reports there weren't many. The slow growth of the fish makes it probable that there never will be many over 20" there. The fish die of old age when they start getting close to that size.
If I remember correctly, the 20 inch size limit was at the request of the canal company to make it a "trophy" lake. Essentially it makes Condie a catch and release lake. Which is ok too. It has provided us with a lot of heart stopping excitement.
I just hope that it recovers in the near future. The Pelican depredation this fall was ugly. I am guessing that F&G will try and plant some more bass back in there in the spring, if they can. I hope so anyway.
