Utah - in my experience - with a used boat - needed a bill-of-sale and the VIN number. They didn't look at the actual boat.
Didn't see a difference in the process, just the price - in registering a small boat, 10hp - vs one larger with a 65hp. Except - I think it's over 50 - you need insurance.
No registering the trailer in Utah, unless you have two axles - I think that's the jump.
