Well, I would hope fish & game would know what kind of catfish they're buying and planting.
It would be pretty easy to tell if the fish are sterile at this time of the year since they're close to spawning right now and males have sexual dimorphism in their spawning phase. They turn dark brown and grow lumps on the corners of their heads. So go out and catch a mess and see if any of them look brown and lumpy. If they are all silver, check for eggs when you clean a few.
