I don't think you have to live in Idaho to be in the contest (I guess that would depend on the rules for this year). You would just have to catch your fish in Idaho. Did you move away from Idaho without buying your lifetime license? I hope not. How far into Washington are you? Is fishing in Idaho a possibility?
I personally don't have a problem with it being ran by someone not in the contest or even out of state. Personally, my biggest concern would be will you have the time to do it and keep up with it? On the positive side, by not being in the contest it removes some of the biasing and would make you a more objective/neutral judge.
Would you like to start drafting up this years rules (under no obligation, at this point)?
