Bulk Anchovies / Sardines?

Anyone know a place here in town that you can pick up some bulk anchovies or sardines for chumming? Costco maybe??? I have an evil creation we are putting together for some night fishing but really dont care to buy a bunch of packages of the frozen stuff they sell out near the lake.
