Need help with a boat question

ALL boats that are coming into Idaho HAVE to be inspected if the inspection site is open, even if you don't plan to launch them. A person can sneak across the border when they are closed, but that doesn't make it right. That is exactly how we will end up with the Zebra, and Quaga mussels someone will think they don't need to be checked. If a boat had mussels and it was raining. DO you think that those mussels could come off and into a canal or stream? I know it is a long shot but inspection is free. Why not do it?
