Dealing with boating access fees

Since I started this by asking the question yesterday, let me weigh in a little. My question was a simple one of: Where does my money go? Just because I asked the question does not mean I am some sort of moronic idiot who doesn't understand how government bureaucracy works. On the contrary, my question was to educate myself so that I can pursue my right as a citizen of this state and the USA to contact my dually elected officials to act (or not) upon my concern that our government (state and local) repeatedly lays budget shortfalls on the backs of its citizens (in this case recreation lovers) to cover their misuse of those funds. So with all due respect, I will not "accept it, deal with it" and stand by and continue to allow this to happen without voicing my concern and neither should anyone else.
