No, there are other rivers around that are in better shape, plus still waters. The Boise River is just the only river that's right in Boise. If you want to try your hand at warmwater fishing, there have been reports of people catching bass by wading at Lake Lowell.
You might try calling Idaho Angler at (208) 389-9957. They're the local fly shop. They would know what's fishable and can give you recommendations on what to use. They're open weekdays until 5 PM and Saturdays until 3.
