Pretty much anywhere along the Snake River has channel cats. The area below Swan Falls Dam would be a good choice. Lake Lowell has nice catfish too, but there is a consumption advisory against bottom feeding fish in the lake.
Some of the local ponds also have catfish left over from stocking in the summer. You can check stocking records here:

If you go to the ponds, exercise some restraint if you catch a bunch. Catfish spawn in crevices like under fallen logs and in holes in the bank. Most ponds don't have enough spawning places to sustain the population, so it's very easy to wipe them all out.
