I don't really mess around with bait fishing too much, every now and then but not a ton. Anyways, if it was me stuck on the shore line fishing I would be using a slip bobber set-up verse bottom fishing. Easy enough to configure one up to put that bait several feet off the bottom to anywhere in the water column one desires. Back in December when the Threadfin where easy to catch by the hundreds I was baiting and fishing them from the boat 1-2 feet off the bottom. Madi and I were catching upwards of 60 Stripers between sunrise and lunch that way every time out. No snags and simple.
Lure wise from shore, rattle trap. You can cast them a mile and work any depth you want and really cover some water with one lure.
