these are definitely not carp, the angle of the mouth is wrong and the dorsal fin is too short.. this is definitely a sucker fish, most likely of the redhorse variety...
to catch these things they eat the same food as carp.. and are very similar to catch as carp are.. what i found works best for me is a dough bait made from corn meal with some vanilla extract added..
keep in mind these fish take bait off the bottom of the river.. so you have to add enough sinkers a few inches from the bait to keep it on the bottom and thats usually when theyll come by and suck the hook in.... i caught a redhorse a couple years ago that i measured at 27 inches and he put up one hell of a fight
