i have wondered this many times my self. my friend once asked a fish and game officer while we were loading up a boat at ririe if he knew why and he really didnt even know either. the only thing we can come up with is that its just another thing that fish and game figured they could charge money for. I have my two pole permit but the only time i ever use two poles on soft water is when im plunking for salmon. other than that i use what i can hold in my hand.
