My guess is that the guy filming it was actually just skiing in the area.
It is very popular as it is between alta and brighton ski areas. Still gives me the creeps as I have wanted to go to Catherines if Lake Mary were too slow.
Hear is what the filmer said on the utah avalanche center
"I got good video of the event because I knew of the danger today and I saw the snowmobile heading up a high risk zone. I was skiing at rocky point from Alta."
