Others may know more than me but I have fished Redmond in the winter for Pike about a dozen times the last two years. I have done the best in late afternoon for some reason...never caught a fish in the morning...never been skunked in the afternoon. I fish in the spot that stays open (no ice) due to the spring
I have never caught a fish on an anchovie although I have tried almost every trip. I have done the best with rapala (like a number 10 xtreme) I take the back hook off and tie on a 8 or 10 or so inch leader and put a red and white daredevil on the end. The impression is a fish being chased. I fish it very slow so I am bumping the bottom.
may not be the best but what has worked for me. The pike are not big 24 to 28 inches is the biggest and not plentiful but I have caught a couple almost every time I went.
