I found this on the utah.gov web page that you select the licenses you want to buy. It is in the FAQ tab. Hope this saves some of us a few bucks.

"Temporary, seasonal, 1-day fishing, and 7-day fishing licenses are valid immediately, or upon date specified, and can be used until the expiration date shown on the license."

I'm glad I've always kept my temporaries in case I lose the mailed copies. Looks like you don't need to pay again until you lose your temporary and permit license!!!

Next time I get checked I will ask the Ranger about it.
