yep that is a vertical jig in that picture.
this set up is what was used for ice fishing long before poles were invented and is still the prefered method for lakers on ice.
that jig is just one of hundreds of different verieties available. the best part is you can use dead minnows on this rig. so a jar of uncle josh's shinner minnows will last a good long time.
I bought my first jar last spring and am still using them.
