We would much rather that members post reports like this, than not post them at all, so that is why there is a rule like this. In most cases, it is just a matter of contacting the member with a PM to get the rest of the info you are seeking but it is his right not to share any info, if that is what he wants to do. I hope this helps you understand why we need to make rules like this.
