Last time I was at the pier at mead those guys just did that... All the dead ones they take and freeze and use as bait or chum the next time they go out... I guess in case they can't net live ones... I never thought of it myself but have a bag of frozen shad now lol... Beats buying chovies.... You would have to freeze a nice heavy block to sink in the river or I would think it would just go down stream in the current.... I agree it's worth trying lol....
