I think this issue has been brought before and I'm sure you can go back a page or two for an answer to you questions. As far as it being OK to store your boat outside with a cover on it, you should be fine as long as you leave the motor down. It might help to know what size motor or boat you have. Smaller boats can be turned over but with larger boats you might need to put something in the middle of the boat to hold up your boat cover, so water/snow doesn't collect in the middle.
