Again. Why would you blame the DWR for that? They can't manage the water level in Lower Fish Creek. They don't decide how much water is allowed to flow through the dam.
And I doubt that LFC will notice much difference with the chubs. There was already a ton of carp in there. And the chubs won't be in the part of the river that the trout like. They aren't adapted to live in much current. If you'll notice how many of them are in the pond below the spillway. They wouldn't stay there if they preferred the current. They would travel downstream and spread out.
