Assuming you are talking about Pineview reservior Utah you can use live crayfish as long as you catch them there and do not take them from that body of water alive.
From the 2011 Utah Regulations: "You may only use live crayfish for bait if you
are on the water where the crayfish were captured.
It is unlawful to transport live crayfish away
from the water where they were captured."
