Sorry I missed reading you are in Reno/Sparks area which is in the western region for NDOW.

Bait regulations for the Western Region is on page 11 and there are quite a few exceptions for Lake Tahoe, Walker Lake and Truckee River systems that I won't go into.You will have to familiarize yourself by reading them. However, the regs for urban lakes in that region is the same as southern NV:
