Sorry I missed reading you are in Reno/Sparks area which is in the western region for NDOW.
Bait regulations for the Western Region is on page 11 and there are quite a few exceptions for Lake Tahoe, Walker Lake and Truckee River systems that I won't go into.You will have to familiarize yourself by reading them. However, the regs for urban lakes in that region is the same as southern NV:

"In all other waters of this region [Western}, the capture, possession while fishing or the use of fish as bait, whether dead or alive, or parts [font "ArialMT"][size 2][font "ArialMT"][size 2]thereof, other than preserved salmon eggs, is prohibited."
