It will be dependent on who/how strict the game warden will be. You can roll the dice and hope the game warden that day will look the other way. I've seen some wardens issue citations at the urban ponds for store-bought bait and some wardens say its OK. The letter of the law states it is illegal to use any fish as bait, dead or alive. This applies to all waters beside the urban lakes with Lake Mead and Lake Mojave as the exception:
