Now before I respond please note I didn’t come into this post to argue about rules or regs or suggest that anyone break the law.
But I’ve been told by a few reputable sources that chovies or any other pre-packaged fish bought at the store that its ok at urbans and no tickets will be issued. The sign I remember read “no game fish parts” keyword GAME FISH. Not sure about sparks marina.
I could copy and paste that section of the NV fishing proclamation but I don't think that will help[
