Bait reg clarification

You guys seem to be pretty on top of your regulations , so maybe you can help me out. I'm fairly certain (if I'm reading it right) fish, whether alive or as cut bait, is not an allowed bait in any of the urban ponds. Is that right? I'm just not 100% I'm reading it correctly off ndow's site and don't want to not use bait I should use or conversely use something illegal.

I've been in reno the last 7 months and want to try the sparks marina. I've heard tale of large (10lb+) cats in there, since it's primarily fished for trout.
