In the poll, I think it is what the fish are acclimated to. Some lakes have lots of boat traffic and the fish are used to it. I think something related to scent is the most important element in whether they will bite or not. So gas/oil could keep them from biting. Too much noise (irregular) in the boat too may make them on edge and skittish too.
