As I understand the ranchers hold control over the water rights and as such will think nothing of draining it dry to suit their needs, as has been done over several years. Under those circumstances it doesn't make much sense for F&G to invest our license revenue and other funds on something that can be whipped out by ranchers.
When I moved to Boise in 1990 Paddock Res. was listed as the state's premier crappy fishery Didn't take very long for extended drought and the ranchers to destroy that claim.
I used to hunt and fish the area. Again, a rancher [Sollen - sp?] pretty much blew it for hunters. Besides his acreage, he held permits to alot of federal acreage. He initially sold a limited number of "hunting permits" allowing acess to that acreage. Eventually he changed to fewer permits at much more costly fees that ultimately priced me and several friends out of the area.
