Bah, I'm wrong like alwyas. The three hook thing is a Nevada regulation, but Lake Mead only allows two hooks. You just have to read deeper into the last link.
If you type Lake Mead fishing regulations into the google search engine. Then click on the first two links and read the entire pages, it sounds like you can use three hooks. Even on the third link, it says three hooks on page 9. You have to read deeper into the last link on page 26 it does say only 2 baited hooks per pole on Mead.
