Yes, use cut up anchovies, I think they work best. I use earthworms because they are slightly cleaner and stay on the hook better, but I do think anchovies work best. I don't use heads or tails, just bodies. Throw the heads and tails in as chum.
Fishing off the bottom works good and its what i do. I use a carolina rig with a piece of anchovy on it.
