The issue I see up there is some of the locals don't want to rub people the wrong way by enforcing the rules which is kind of odd. As a boater it is a real pain to try to launch when people are fishing directly by or on the ramps and there are times fish get hooked and you have to wait for them to be landed. Then there is the other issue trying to come in when the wind picks up and people are having such a good time fishing off the docks they don't seem to realize they need to move immediately. As a courtesy I would avoid the dock area as if other people see someone getting away with it then there could be temptation of it spreading to others which compounds the problem. Plus it is posted not to do it in the first place.
