Yes here in CO if you have a motor it has to be registered. If you don't have the HID number then they have to inspect it and assign it a HID
If you have the HID number just fill out the state parks registration form and and take the form to your nearest state parks office and submit it along with $35.00. They will give you your temporary registration and you are good to go. I just did mine two weeks ago and I did not have my boat with me. Here is a link to the site.
