Mead is tough for bluegill, the time yo would spend driving across the dam to temple bar area or down to Laughlin @ riverbend park (both have some bluegill), would be better spent driving up to Sandhollow Res. Sandhollow is just north of St George takes 2 hours doing speed limit to be on the water from Vegas. The bluegill are in prespawn right now and suspended over deep brush around 20 ft, but they are worth the drive and effort the only bluegill we keep there are the monsters. 3/4 to 1 1/4 lb bluegill, while the limit is 50 a piece we usually only keep around 20 for a fish fry. They are porkers which you can fillet. Don't be suprised if a giant 5 lb plus bass smokes a smaller bluegill while you reel it in. There is a bonus fish you will catch in the area as well, but you gotta go I will not mention them online. Here's a couple bluegill pics from Sandhollow and some bass pics from my last trip about 10 days ago. Small white grubs/gitzits usually are best, but also try trout magnets. I have had the best luck with minature 1.5" yum beaver tail grubs in white or motor oil. Good Luck.
