First, it's the high flows that are more likely to move the fish so they would end up in the rip rap canal.
Secondly . . .
You may be missing the point if you aren't familiar with our local river fisherman. They set their minnow traps around I.F. near where they live. Then some of them fish with live minnows on all of our local rivers. It would be like a plague of unintended bucket brigades like you may have never seen. I'd estimate on any given day there are 10 or more of these guys working the river.
